Sent an email to DMV from website ... got an answer 2 weeks later with an apology for the delay due to a glitch in the system and attached forms I need to submit to regional office which fortunately is located in San Antonio at 410 and I 10.

Since I have an out of state license plate (Oklahoma) the form says I need to inspect it in Texas and submit a VI 30 which inspection place will give me. Plus I have to provide a weight certificate as well.

Finally took a day off to get some of this accomplished - I carpool and where I checked closes at 5 pm. So this morning I go ... didn't realize I didn't have a current insurance card ... had a receipt but the guy says nope has to be an insurance card - probably cause of the VIIN number. So I run across the street and have them fax it to HEB services fax number. I go back and Oh by the way it is going to cost more because of the form. How much? He says $19 bucks. Fine. He inspects it and even changes my windshield wipers. Ok - wait, wait and wait some more. Uhmmm I don't have any forms so I am going to have to order them. So can you inspect it and I come back and pick up the form? No it has to be done at the same time ... sooooo .... you have to get it done somewhere else. No charge.

Go down the street ... guy tells me to talk to the Lady inside at the counter. She says she has the form but she needs a title ... I told her that is why I am there because I need a title ... well we can't do it because it could be stolen for all she knows. I guess I look like a car thief :) Fine I will find someone who will.

Place #3 - No problem ... we just did another out of state. Cool ... $15 later I have my inspection sticker and form. Young man tells me make sure you don't bend, fold or do anything to the form because they don't like that. Great good to know.

TA Weight station ... just drive up to the scales and push the button they say. They will weigh it and then you go inside for the ticket. Drive into the scales ... I get off and I can't reach the call button ... it is like 7 or 8 ft high ... I am 5'5" ... great ... I hug the pole and stand on my tippy toes on the big bolts and reach as far as I can and no go. Look around in the bed of the truck see an old beer bottle. Waala ... she talks to me and says come in side to pick up ticket ... $10 later I have my weigh ticket - 4.200 lbs.

Now to fill out the forms and take it in ... maybe tomorrow.
